Suisun City Housing Authority

The Suisun City Housing Authority is governed by a board consisting of the members of the City Council and two tenant Commissioners. Most meetings are held concurrently with City Council meetings with business items listed on City Council agendas.

The mission of the Suisun City Housing Authority is to serve the residents of Suisun City by providing federal Section 8 Housing Choice Voucher rental assistance to all families, seniors and individuals that apply for and are eligible for Section 8 rental assistance in a fair, cost effective and timely manner.

Housing Authority staff qualify households for the program under federal Housing and Urban Development guidelines, regularly inspect housing units for suitability and program compliance, and issues payment to landlords.

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the Suisun City Housing Authority.

Request for Release of Funds

On or about July 15, 2025, the Suisun City Housing Authority will authorize Harbor Park LLC to submit a request to the HUD for the release of Housing Choice Voucher (HCV) program – Section 8 Housing funds under Title 24, Part 982 for the tenant-based housing assistance program under Section 8 of the United States Housing Act of 1937, as amended, to undertake a project known as the Almond Gardens Apartments Project for the purpose of the construction of a new 97- unit low income housing facility to take place of buildings that have been deemed condemned and inhabitable. The 3.19-acre Almond Gardens Apartments Project (Project) Area is located at 707-815 Almond Street in Suisun City, Solano County, CA and is identified as Assessor's Parcel Numbers 0032-101-420 and 0032-102-160.Total cost of project is estimated at $66,126,000 with an estimated HUD Project Based Voucher funding of approximately $3,274,484.

Finding of No Significant Impact

The Suisun City Housing Authority has determined that the project will have no significant impact on the human environment.  Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required.  Additional project information is contained in the Environmental Review Record (ERR) on file at the Suisun City Housing Authority office at 701 Civic Center Boulevard and may be examined or copied between 1:00 P.M. to 5:00 P.M. on Mondays and Tuesdays, or 9:00 A.M. to noon on Wednesdays and Thursdays.

Public Comments

Any individual, group, or agency may submit written comments on the ERR to the Suisun City Housing Authority Attn: Jason Goltiao at the address shown above All comments received by July 15, 2025 will be considered by the Suisun City Housing Authority prior to authorizing submission of a request for release of funds.  Comments should specify which Notice they are addressing.

Environmental Certification

The Suisun City Housing Authority certifies to HUD that Bret Prebula in his capacity as the Executive Director consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied.  HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows Harbor Park LLC to use Program funds.

Objections to Release of Funds

HUD will accept objections to its release of funds and Suisun City Housing Authority’s certification for a period of 15 days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Suisun City Housing Authority; (b) the Suisun City Housing Authority has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.  Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD administration office:

Early Notice and Public Review of a Proposed Activity in a 100-Year Floodplain

This is to give notice that the Suisun City Housing Authority has conducted an evaluation as required by Executive Order 11988, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management, to determine the potential effect that its activity in the floodplain will have on the human environment for demolition and reconstruction of the Almond Gardens Apartments.  The purpose of the Project is to demolish a 51 unit condemned apartment complex and construct a new 97-unit affordable housing facility in its place.  These apartments are in a floodplain designated as AE per FEMA Insurance Rate Map panel number 06095C0456F, effective date 8/3/2016.  The proposed project is in Suisun City, CA, Solano County, and is located at: 707-815 Almond Street, and is identified as Assessor’s Parcel numbers 0032-101-420 and 003-102-160.

The Suisun City Housing Authority has considered the following alternatives to be taken to minimize adverse impacts and to restore and preserve natural and beneficial values: alternative location, reduced project, and no project.  All three alternatives were deemed infeasible, as the alternatives will not accomplish the primary objective of the Project – to demolish buildings that have been deemed inhabitable and reconstruct the site with an increased number of new affordable housing units.

There are three primary purposes for this notice.  First, people who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas.  Second, an adequate public notice program can be an important public educational tool.  The dissemination of information about floodplains can facilitate and enhance Federal efforts to reduce the risks associated with the occupancy and modification of these special areas.  Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk. Suisun City Housing Authority 5-Year Public Housing Agency Plan

The Suisun City Housing Authority (SCHA) is required by the U.S. Department of Housing and Urban Development (HUD) to prepare a 5-Year Public Housing Agency Plan for its Housing Choice Voucher Program, commonly known as Section 8.  A draft of this document covering the period from July 1, 2025, through June 30, 2030, is available for review at the Housing Authority Office, City Hall, 701 Civic Center Boulevard, Suisun City.

NOTICE IS HEREBY GIVEN that the Suisun City Housing Authority will hold a public hearing to provide an opportunity for verbal comments and discussion regarding the 5-Year Public Housing Agency Plan for its Housing Choice Voucher Program.  The public hearing will be held at a regular meeting of the Housing Authority on Tuesday, March 18, 2025, at 6:30 p.m., or as soon thereafter as the matter can be heard, at the Suisun City Council Chambers, 701 Civic Center Boulevard, Suisun City, California.  All interested parties are invited to attend and comment on the proposed document. RFP for the Project-Based Vouchers

The Suisun City Housing Authority (SCHA) is inviting developers and property owners to submit proposals for participation in the Section 8 Project-Based Voucher (PBV) Program.  The primary purpose of this allocation is to create new or preserve existing rental units that are safe, decent, sanitary, and affordable to low-income individuals and families. 

SCHA is providing up to 64 project-based vouchers for existing, new, or rehabilitated units not already receiving rental subsidies.  The PBV units will be leased to eligible low-income households referred by the SCHA or to eligible tenants in occupancy of the unit at the time of submission of the proposal.  An additional 32 units may be awarded to projects specific to exception categories discussed below.

The maximum a housing project may be allocated is the greater of 25 units or 25 percent of the total units on the property.  An exception may be made in the case of a housing project for seniors or persons with disabilities that are receiving supportive services, in which case up to 100 percent of the units in such projects may be proposed for PBV assistance.  If dwelling units are designated for one or more of the above exception categories, an additional 32 project-based units may be requested for these populations bringing the total to 96 PBV units.

All financing of the project costs and operating expenses will be the responsibility of the owner.  Rents that are established for the project will be commensurate with other comparable rents for similar units in the area in which the project is located.  In no event will the rent and utility allowance exceed 110 percent of the established Fair Market Rent or any HUD-approved exception payment standard for Suisun City.

Participation in the PBV Program requires compliance with Fair Housing and Equal Opportunity Requirements, and Federal Labor Standards will apply to eligible projects.

All proposals are to be delivered or dropped off to the address above.  Questions must be directed in writing to Jason Goltiao, Housing Programs Manager, at jgoltiao@suisun.com no later than 5:00 p.m. on October 11, 2023, with the subject line "RFP Project-Based Voucher".  All proposals must be received no later than 5:00 p.m. on October 25, 2023.  Applications received after the deadline will not be accepted for consideration under the RFP process.  The Housing Authority reserves the right to reject any or all proposals, to waive any informality in the RFP process, or to terminate the RFP process at any time, in its sole and absolute discretion of deemed by SCHA to be in its best interests.
