In 1996, California voters adopted Proposition 218 (Prop 218), which added Article XIII D to the state Constitution. Local government agencies such as the City of Suisun City must comply with Prop 218 when proposing new or increased water, sewer, and solid waste charges. The City must mail a Notice of the proposed charges to all property owners as shown on the Assessor's equalized assessment roll, including the amount or basis for calculating the solid waste rates. No sooner than 45 days after mailing the Notice, the City must hold a Public Hearing at one of its Council Meetings and consider any protests and comments made by property owners and members of the community. The City must consider the number of protests submitted by property owners and solid waste account holders. If majority protests are submitted (50% + 1) of properties served by the City's franchise hauler, Republic Services, then the City cannot adopt the proposed increases to the solid waste charges.
City Council, at the July 1st meeting, has set the Public Hearing date for September 16, 2025.
Written protests may be delivered in-person to the City Clerk during the Public Hearing. Written protests may also be submitted prior to the Public Hearing by mail or personal delivery to the Office of the City Clerk at 701 Civic Center Blvd., Suisun City, CA 94585. Protests that are mailed or delivered to the Office of the City Clerk must be received (not postmarked) at City Hall prior to 12:00 p.m. on September 16, 2025, to be counted. Emailed and faxed protests will not be accepted.
