NOTICE OF CONSTRUCTION
This is a notice of construction for work beginning in your neighborhood for the following project:
FAIRFIELD-SUISUN SEWER DISTRICT
CONSTRUCTION OF KELLOGG RESILIENCY PROJECT
Planned Starting Date of On-Site Work: January 6, 2026
Anticipated Completion of On-Site Work: March 2026
The Fairfield-Suisun Sewer District (District) serving as the Lead Agency for the City of Suisun City (City) has contracted with Carone & Company, Inc. to perform construction of the Kellogg Resiliency Project (Project).
Beginning Tuesday, January 6th, 2026, the Contractor (Carone and Company) will resume construction on Kellogg Street; The work will focus on construction of stormwater infrastructure and concrete improvements along Kellogg Street, from Elwood Street to the southern roadway terminus, including:
- New storm drain piping and maintenance holes
- Green Stormwater Infrastructure (GSI) improvements
- Bio-retention improvements
- Re-construction of concrete curb ramps, sidewalk and curb and gutter.
- (2) Curb Ramps; Kellogg St. at Maple St.
- (2) Curb Ramps; Kellogg St. at Elwood St.
- Localized asphalt concrete paving
- Signage, striping and pavement markings
- Landscaping and plantings
- Underground utility work
Hours of construction will be 8:00 a.m. to 5:00 p.m. Monday – Friday.
Temporary traffic controls will be in effect at all times during the Work.
During construction, residents should anticipate limited traffic impacts along Kellogg Street near the Suisun City Marina and are requested to observe and abide by all signage and temporary traffic controls installed by the Contractor.
Temporary closures to Kellogg St./Maple St. and Kellogg St./Elwood St. intersections will be required during construction for worker safety to install new storm drain piping and related infrastructure improvements. During the work, the Contractor will install detour signage to route vehicles around the impacted work areas. Temporary roadway closures will be restored at the end of each working day, on weekends and all major holidays.

Residents living on Maple Street and Elwood Street should also anticipate limited disruptions to water service during construction, which are required to safely relocate existing water mains that conflict with the new storm drain installation on Kellogg Street. Residents impacted by the work will receive advance notification from the Contractor with detailed information describing the planned date, time, and duration of any planned temporary water service disruptions.
Residents are encouraged to visit the Project’s website for updates on the general progress of work, including information on temporary traffic impacts and parking restrictions along Kellogg Street.
