Cybersecurity Incident Updates

At roughly 5:45 a.m. on Aug. 7, malicious software infected and compromised Suisun City IT systems. The cybersecurity incident hit critical public safety operations, including 911 routing, police and fire dispatch, records and City services. To contain the threat and preserve evidence for a federal investigation, the City shut down its entire IT network. The City swiftly activated its Emergency Operations Center and is working alongside federal, state and regional agencies, including the FBI, Department of Homeland Security and California Office of Emergency Services to maintain emergency services, investigate the incident and restore systems.

There is no imminent threat to the public. All public safety services remain active. Suisun City dispatchers are continuing to take calls through the Solano County dispatch center, and Suisun City PD and Fire continue to respond to calls for service. Online City services and internal operations remain temporarily unavailable. The cybersecurity incident is currently under investigation.

Aug. 11, 2026 - 10:30 a.m. Update

In response to the ongoing cybersecurity incident and investigation, Suisun City is continuing its internal operations while extending the closure of City Hall and in-person public services through Friday, Aug. 14, including:

  • Planning Department

  • Building Department

  • Housing Department

  • Water Department

  • Finance Department

  • Human Resources Department

  • Public Works Department

  • City Manager’s Office

  • Administration

Public safety services and response remain active. Suisun City Police and Fire will continue to respond to calls for service, and Suisun City dispatchers will continue to take 911 and non-emergency calls through the Solano County dispatch center. 

The Police Department lobby is open and accessible for ticket sign-offs, vehicle releases, speaking with an officer and general assistance. The lobby is open Monday through Thursday from 7 a.m. to 5 p.m., with possible closures for lunch from noon to 12:30 p.m.

The City is working alongside federal, state and regional agencies, including the FBI, Department of Homeland Security and California Office of Emergency Services, to investigate the cybersecurity incident, maintain essential services and restore systems.

Aug. 10, 2026 - 11:30 a.m. Update

Public safety services and response remain active in Suisun City; however, some City services are limited or closed to the public on Monday, Aug. 10. Suisun City Police and Fire continue to respond to calls for service, and Suisun City dispatchers are continuing to take 911 and non-emergency calls through the Solano County dispatch center. 

The Police Department lobby is open and accessible for ticket sign-offs, vehicle releases, speaking with an officer and general assistance. The lobby is open Monday through Thursday from 7 a.m. to 5 p.m., with possible closures for lunch from noon to 12:30 p.m.

The City is continuing its operations, though some City services are closed to the public today, Aug. 10. City Hall is closed, affecting in-person meetings with the following departments:

Aug. 8, 2026 - 12:30 p.m. Update

During a Special Meeting held at 11 a.m. on Aug. 8, Suisun City Council declared a State of Emergency after malicious software infected and compromised IT systems at roughly 5:45 a.m. on Aug. 7. This declaration, pursuant to Government Code 8630, allows the City to quickly access emergency support services and to recoup costs incurred as a result of the cybersecurity incident. 

The cybersecurity incident hit critical public safety operations, including 911 routing, police and fire dispatch, records and City services. To contain the threat and preserve evidence for a federal investigation, the City shut down its entire IT network. The City swiftly activated its Emergency Operations Center and is working alongside federal, state and regional agencies, including the FBI, Department of Homeland Security and California Office of Emergency Services to maintain emergency services, investigate the incident and restore systems.

Aug. 7, 2026 - Initial 8 p.m. Update

The City of Suisun City is currently experiencing a cybersecurity incident that has impacted services at City Hall and public safety departments. Suisun City dispatchers are taking calls for service through the Solano County dispatch center. Suisun City police officers and firefighters will continue responding to calls for service. Many online systems and internal operations are temporarily unavailable as we work with cybersecurity experts to investigate and restore full functionality. City Services During Temporary System Outage

The City is continuing to provide essential public services while certain systems are temporarily unavailable. The information below answers common questions about emergency and public safety services, Water Utility, Recreation, Parks & Marina, Public Works and permitting, employment and recruitment and claims.

    

Emergency & Public Safety Services

Are Police and Fire emergency services still available?

Yes. The Suisun City Police and Fire Departments remain fully operational and continue to provide emergency response and public safety services to the community without interruption.

How do I request emergency or non-emergency assistance?

For any emergency, call 911. For non-emergency police assistance or to reach Dispatch, call 707-421-7373. Please use the non-emergency number for situations that do not pose an immediate threat to life, health or property.

How do I contact the Fire Department for non-emergency business?

For non-emergency Fire Department business, please call 707-421-7205.

 

Water Utility

Water Bill Payments 

How can I pay my water bill?

Our normal online and account-based payment services remain available. Customers can currently make payments online, by cash or check, mail or in person at the City Hall Finance Counter.

Will I be charged a late fee while systems are unavailable?

Customers will not be disadvantaged because of the system outage. Any applicable billing or late-fee adjustments will be communicated once systems are restored.

Will my previous payment be recorded?

If you recently made a payment, please do not make a duplicate payment. We are working to reconcile payment information and will update customer accounts as systems become available.

Customer Account Services

Can I access my customer account?

Online account access and some customer account services may be temporarily unavailable while we restore our systems.

Can I update my contact information or make changes to my account?

Some account changes may be delayed until our systems are fully restored. Please contact Customer Service at 707-421-7320 for assistance.

Connect or Disconnect Service

Can I request a new water service connection?

New service connection requests may be temporarily delayed while our systems are unavailable. Please contact Customer Service at 707-421-7320.

Can I request that my water service be disconnected?

Disconnect requests may also be affected by the outage. Please contact Customer Service at 707-421-7320 for assistance.

Account Information Requests

Can I request my account balance, payment history or other account information?

Access to some account information may be temporarily limited. We will provide available information when it can be safely verified. Please understand that requests may take longer than usual during the outage.

Is my personal and payment information safe?

We take the protection of customer information seriously. Our teams are working with cybersecurity professionals to investigate the incident, protect our systems and restore services safely. We will notify customers if there is information they need to know regarding their accounts.

 

Recreation, Parks & Marina (RPM)

Are Recreation, Parks & Marina services still available?

Yes. Recreation, Parks & Marina (RPM) services remain available. At this time, we do not anticipate significant impacts to day-to-day public services.

Can I still register for recreation programs, classes or activities?

Yes. Online registration remains available and the public may continue to register for programs and activities as usual through the online registration system or at the Joseph Nelson Community Center.

Are parks, recreation facilities, programs and events still operating?

Yes. Parks and facilities remain open, and scheduled recreation programs, activities and events are continuing unless otherwise communicated by the City. If a specific program or facility is affected, registered participants will be notified when possible.

Are Marina services affected?

Marina operations are continuing as usual. Payments can still be made in person at the Harbormaster’s Office and slip inquiries can continue to be made through Dockwa at www.dockwa.com.

 

Public Works, Permits & Public Records

Can I still apply for and manage permits online?

Yes. The City’s online permit portal remains available and is not dependent on access to the City’s internal network. The public may continue to submit permit applications and access permit-related services online through the Tyler Citizen Self Service portal. Access the portal here: Tyler Citizen Self Service.

Can I still pay for permits online?

Online permit payments may continue to be submitted through the Tyler Citizen Self Service portal. The City is confirming that payment information is transmitting normally to Finance during the outage. If any payment-processing issue is identified, the City will provide additional guidance. Can I still submit a Public Records Act request?

Yes. Public Records Act (PRA) requests may continue to be submitted through the City’s online public records request portal. This service is hosted separately from the City’s internal network and remains available. Submit a request through the Public Records Request Portal.

 

 

 

Can I still submit a Public Works maintenance request?

Yes. Public Works maintenance requests may continue to be submitted by email to PWM@suisun.com.

 

Employment & Recruitment

Can I still apply for a job with the City?

Yes. The City’s online recruitment system remains available and applicants may continue to view and apply for current job opportunities online.

 

I recently applied for a City position. Will recruitment processes continue?

Yes. Recruitment activities will continue, although some processes or communications may experience temporary delays. Applicants will be contacted directly if there are any changes affecting a scheduled recruitment process.

 

Claims

I need to submit a claim to the City. Can I still do that?

Yes. Claims may still be submitted to the City. If you need assistance obtaining or submitting a claim form, please contact the City Clerk at clerk@suisun.com.

 

I previously submitted a claim to the City. Will it still be processed?

The City continues to manage claims. Some administrative processing may experience temporary delays. If you have questions regarding an existing claim, please contact the assigned Carl Warren claims examiner.

Development Services

Will I be able to submit an application for building permits?

At this time, we are experiencing temporary delays until systems are up and running again, which could be within the next few days. 

Will my housing assistance payment be affected?

No. If you are currently a participant that utilizes housing assistance payments for rent, your payment should not be disrupted.

Will processing of my planning entitlement or building permit be delayed?

There could be temporary delays related to the processing of building permits and/or planning entitlements. Please contact the planning or building department for more information on a specific project.

Will code enforcement be affected?

Code enforcement may experience temporary delays, however, we will continue to patrol the city for violations.
