Enterprise Resource Planning (ERP) Project – RFP

The Suisun City Administrative Services Department has issued a Request for Proposals to solicit responses from qualified vendors offering proven integrated solutions to replace the City’s existing finance, payroll and utility billing system.

The replacement system must support the following high-level functions:

  • Finance
  • Human Resources/Payroll
  • Utility Billing
  • Land Management

The City seeks a qualified vendor (Proposer) who can demonstrate that they possess the organizational, functional, and technical capabilities, along with the experience, expertise, and qualifications necessary to provide a state‐of‐the‐art ERP solution along with the professional services specified to complete the ERP implementation and to support the system post implementation.

While the City’s preference is to acquire a single software solution that meets the functional and technical requirements, the City is open to a “best of breed” solution. For any Proposer that submits a best‐of‐breed solution, that Proposer must identify/describe each of their subcontractor relationships, as well as the specific scope of work and requirements to be met by each subcontractor. This information must also address the development and maintenance of interfaces between or among the best‐of‐breed components so as to clearly define who (Proposer or subcontractor) is responsible for ensuring ongoing interoperability.

Proposals that do not provide comprehensive solutions (either through a single solution or a best‐of‐breed with proven business partnerships) to meet the City’s required functional and technical
requirements may be subject to immediate disqualification.

Note that the City is open to either an on‐premise or Hosted/Managed Services solution.

The City’s implementation budget for this project is $500,000 to include all costs related to implementation (e.g. configuration, data conversion and migration, testing, training, documentation, project management, travel, licensing costs, etc.).

PROPOSAL PROCESS

Amendment 1 7/17/2018 – Proposal due date has been extended and Appendix B – Price Sheets has been revised.

Responsive proposals are due by 2 p.m. on Monday July 30, 2018, at Suisun City Hall, 701 Civic Center Blvd., Suisun City, CA 94585.
