Changes in land uses described in the City General Plan and Zoning Ordinances, and uses that require conditional use permits must be reviewed, heard and ruled upon by the City's Planning Commission, a quasi-judicial body empowered with enforcing and ensuring compliance with various state and local planning documents, rules and regulations.
